On October 1, 2025, the Oregon DMV stopped giving out any new non-domiciled Commercial Driver’s Licenses (CDLs) or Commercial Learner’s Permits (CLPs) after a new federal rule from the FMCSA went live.
Why it matters: This change affects drivers who are in the U.S. on a temporary basis and have what’s called a limited-term, or non-domiciled, CDL or permit.
- All types of CDLs and CLPs for non-domiciled holders are paused: this covers new, renewed, transferred, or reprinted cards.
- About 1,400 drivers in Oregon have one of these licenses, and all are here on legal work authorization.
- The new federal rule demands more checks for noncitizen drivers and only allows certain work visa categories.
What Oregon is doing: The state put a total hold on issuing or renewing these credentials so they can fully follow the new FMCSA regulations. Online or mail renewals are no longer allowed—if and when they restart, everything will have to be in person, reported Oregon DOT.
Current limited-term CDL and CLP holders may keep driving if still eligible, but can’t renew or replace their card right now. There’s no word on when the DMV will start giving out these licenses again.
